Allen Garfinkle
Executive Director
Allen Garfinkle has been the Executive Director of the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun since 2010. He brings a significant amount of maritime expertise to the position having spent a thirty year career at sea, with the last 22 years of it at Matson Navigation Company, Inc. He holds a B.S. degree from California Maritime Academy and a J.D. degree from the University of San Francisco School of Law. Mr. Garfinkle has been a member of the State Bar since 1989, holds a USCG Unlimited Masters License, and is a retired member of the International Organization of Masters, Mates, and Pilots.
Matthew Millspaugh
Assistant Director
Matthew Millspaugh brings more than 20 years of service within the State of California to the BOPC, most recently as the Assistant Division Chief of Partnerships for California State Parks. Under Matthew’s direction, Partnerships developed and provided support to over 300 partnerships with private and nonprofit entities generating over $200 million in revenue and over $35 million annually in resources to State Parks. Matthew built his program administration experience leading programs within various state agencies and the University of California, among them the Department of Public Health, California, Office of the Attorney General, Department of Rehabilitation and the UC Berkeley Disabled Students Program. Matthew is a graduate of Cal Poly Humboldt with a B.A. in Social Sciences.
Ally Wong
Licensing and Training Programs Manager
Ally Wong has been with the Board of Pilot Commissioners (BOPC) for the Bays of San Francisco, San Pablo, and Suisun since December 2018. During her first three years with the BOPC, as the Administrative Assistant II, Ms. Wong served the Board as the first point-of-contact, assisted with pilot license renewals, collaborated with the Pilot Evaluation Committee (PEC) and pilot trainees to track the trainees progress in the Pilot Trainee Training Program, maintained supplies, processed invoices, recorded meeting minutes, and presented staff reports to the Board. In June 2022, she became the Licensing and Training Program Manager for the BOPC. Ms. Wong has over ten years of state service, a Bachelor of Arts Degree in Communications from the University of California Davis.
Mari McNeill
Board Administrative Coordinator
Mari McNeill started working for the Board of Pilot Commissioners (BOPC) for the Bays of San Francisco, San Pablo, and Suisun in April 2024. Having worked for the State of California since June 2006, she has 18 years of experience (prior to BOPC) providing clerical and analytical support. Mari has compiled reports and recommendations for efficient allocations of over $70 million in grant awards. She has also compiled various other reports and publications for budget expenditures, cost projections, pay data analysis, accrual accounting calculations, utility expenditures and use, and sustainability. Mari has updated and implemented various safety procedures to protect state employees and visitors, ensuring compliance with federal and state regulations. Diversifying her experience, Mari has written procedures, policies, and instructions for four state departments; providing trainings and presentations for subjects such as property control, personnel, sustainability, evacuations, grants, and various other analytical tasks.
Greg Shepherd
Records Management and Program Support Coordinator
Greg Shepherd is a seasoned professional with over 20 years of experience in supply chain and operations. He holds a B.A. (Hons.) from the University of King’s College and an M.A. from Dalhousie University, both in Halifax, as well as an M.Sc. and an M.B.A. in Supply Chain Management from Arizona State University, Phoenix. Throughout his career, Greg has been dedicated to optimizing processes and driving organizational success, making contributions to every role he has undertaken.
